Weapon mods not activating.

When I right click to bring up the shotgun mod (sticky bombs) or heavy cannon mod, it just kind of flexes the weapon and the mod doesn't do anything. I've played this game before and never had this issue. Switching mods doesn't help. Deactivating and reactivating doesn't help. Removing and reinstalling didn't help.

Prior to this, I had a problem where when starting a game the screen was all black except for the HUD. Choosing the borderless window setting fixed that.

Anyone else having this issue?
