Yes, you simply place/unpack them in the configured activemods folder. That's what idStudio does too when testing a mod after packaging it.
Sooooo... that's not nice. Sure, it won't stop anyone from sharing stuff privately, but publicly, well, that's going to be a problem 😥
It says that the creations made with idStudio are only allowed to be distributed via the Mod portal. Meaning 3rd party hosting is not allowed.
NSFW is mentioned in other places that are more specific to the mod portal, for example https://idstudio.idsoftware.com/faq/community-standards
In the end these rules complement each other. You cannot share NSFW mod content on the Mod portal, and you cannot publicly share mod content created with idStudio anywhere else than on the Mod portal.
