Framerate capped at 100fps no matter what
I'm having a weird problem with this game. It won't run at more than 100fps regardless of the settings. I think there must be some value in an obscure settings file that forces this cap because I had a similar problem with Dishonored, due to Unreal Engine 3 games being capped at 130fps by default. I know my machine has more than enough muscle to run the game at much higher framerates (I'll include my specs at the end), but even setting the game to 1280x720, low quality and res scaling to 50% makes absolutely no difference in framerate. The worst part is that the frame times are super inconsistent, so there's a lot of judder, which is very annoying to me.
I spent a couple of hours rummaging through the console, trying to find a variable or setting that enforced this cap, as previous idtech versions do, to no avail. I've seen a lot of people running the game at 200fps or more, so I know it's possible to at least reach the 144fps that my monitor supports, and that I use for basically all of my games. I also tried disabling the Steam in-game overlay. That didn't work either. I also fiddled around the Radeon settings. The only one that makes any difference is Radeon Chill, which at least allows me to get consistent frame times when I set both values to 99fps, but that's still not what I want.
I'm even running the game from an NVMe to give it the best possible performance. Any pointers will be greatly appreciated.

CPU: AMD Ryzen 9 3900X
GPU: AMD Radeon RX 5700XT
RAM: 2x8GB G-skill Ripjaws V 3600
SSD: Samsung EVO Plus 512GB NVMe PCIe Gen3

Did you try to set resolution scaling mode to dynamic?

Have you check Fps Limiter in your driver settings?

Yes. I tried everything. And absolutely nothing makes any difference whatsoever. I tried setting the dynamic res target as low as 60 and and high as 200. It still remains at 100fps

Yes. That's what Radeon Chil does. I already explained what difference it made, when it made one at all. Disabling it, or setting it any higher than 101fps makes absolutely no difference.

I just found the answer, and it's something incredibly stupid, and almost impossible to anticipate. I don't even know why I thought of that, but that was the cause of the problem: It's the bluetooth controller. I'm using an 8bitdo SN30 Pro+ (don't ask me why do I use a controller for a PC shooter. I like it, I don't like using kb+mouse, I don't want to hear it, your remarks on that regard will make absolutely no difference, so keep them to yourself or GTFO).
As soon as I turn it off, the game unlocks immediately, reaching 600fps easily. I turn it back on, and it's back to juddery 100fps.
Not sure if it's a bug in the game engine related to the polling rate of the BT stack, or maybe Steam's controller support, but it is very strange, since I haven't had that issue with any other game ever. I use this controller for everything, and even Doom 2016 works perfectly fine with it, running at a perfect 144fps.

Now that I know the cause, it's time to find a solution. I'll update this thread when I find one.

♥♥♥♥♥♥♥♥♥, you just saved me a lot of headache. I can't believe such a stupid issue exists. I don't even play with a controller, I just happened to have mine open because I was playing something else before it every time I tried it. Lol.

Corrupt BT driver? or just bad hardware stack..
