In case deleting them won't reset the settings as needed, try starting the game in safe mode, AFAIK that should reset many if not most of the settings.

Alternatively to "-safe" you can also try "+com_safemode 1" (without quotes).
And have you tried running the game offline, to make sure you're settings aren't synced from the cloud?
I'm using a notebook: Intel i5-1155G7, 16GB RAM, Intel IRIS Xe Graphics Card. And I want to remind you - the game DID launch first time. Up to the title screen and options where I had set them too high. But now it doesn't pass the "Teleporting" loading screen.
How much of your 16 GB RAM are available when Windows is running? I could imagine that it's quite a lot less than 16 GB, maybe so much so that the possible maximum shared memory for the iGPU is being reduced because of that. In that case it could help to close each and every application and background service that isn't necessary, in order to increase the available RAM, and thus possibly increase the max shared memory for the iGPU.
Sometimes people recommend to increase virtual memory (page file size), but I don't know whether that actually has any effect on shared memory that the iGPU is allowed to use/allocate, as virtual memory is more of a fallback.
