(UPDATE) so it was an issue with the game itself, there was a restart in midway when i had some updates. That caused the Files in the download folder to stay there so i had the same game in 2 locations. 1. was steam library folder and 2. the download and cache folders for steam. Ill use Thumpers way and hopefully that allows me to make a custom Collection folder for ALL of the doom games.
I deleted all the download, and cache files specifically for Doom eternal, delete the app manifests and recopied the one i backed up.
I went ahead and pretty much deleted everything and restarted from scratch so hopfefully i dont have this bizarre issue again.
This has been the only game i can think of that i ran into this problem. All of my other games that i have backed up have worked once i added the app manifest and the game files to the drive i want them in. annoying to say the least
