Stuck on Notice-Loading Screen

Sine new patch im stuck on the notice loading screen, never hat that before and even played the day before the update....any fixes? already tryd a few ones. nothing sofar...

The same for me. I don't know if I have to blame transfer or last update. I start the game and it freezes in the main screen menu. Reinstalling or deleting data didn't help, the game consistency has been validated.

Just experienced the same problem. Fixed it by launching Steam in offline mode, launching the game (should end up showing you those new accessibility options), then restarting in online mode.

So basically we have to launch it once to get the files registered on Steam. And this is done by going offline then online. Okay seems like a bit of a roundabout way of doing it but whatever works.

Installing `Microsoft Visuals C++` solved the issue for me (or updating the drivers): https://www.techpowerup.com/download/visual-c-redistributable-runtime-package-all-in-one/

Just had this problem as well. Started it up in Offline mode and it worked. But once I go Online again, and go into settings, the Notice loading page pops up again, and it's stuck there. Only way to get out is to ctrl-alt-delete. I have 150 hours into the game, and never had this problem before.
