CPU frametime spikes causing microstutter

I'm playing on a 5800H + 3070, with 16GB RAM. Game is installed on an NVME ssd.
- Overlays are off
- Present from Compute is off
- Tried with different graphics settings, vsync on/off and windowed.
- Background apps are minimal, Windows is up to date, GPU drivers are too.
- Shader cache has been flushed and I've tried disabling vulkan pre-caching
- Issue seems to happen regardless of level. Tried Hell on Earth and one of the later levels of TAG1

I had stuttering when my CPU got too hot and would start throttling. This usually happens when there are a lot of demons on screen at the same time. I'm on a laptop so I solved it by getting one of those cooling pads. Changing the power mode to "better performance" instead of "best performance" also helped. I think it prevents the CPU frequency from turboing too high.

the game is freaking broken man no matter what you do the stupid game will have micro
stutters and input delay it's just how it is, it's vulkan ....
i had the same issues on ryzen platform now i am using alder lake and it's the same ♥♥♥♥♥♥♥♥
problem is not in your pc i dont have any issues with any other games but doom eternal...
