edit: to roll back drivers i think you go to nvidia website and go to legacy drivers. but try the windowed thing first :)
Your PC should be fine... CPU should be fine, I have a Ryzen 5 1600 I got recently in the last 2 years. Prior I had an AMD Phenom 9850 BE. Same with your GPU and everything else.
I had a huge issue with Steam after updating my Nvidia drivers to the 471.11 drivers which was only a few weeks ago (6/28/21-7/1/21'sh). I thought it was the drivers so I did a clean driver install, didn't help.
I realized the problem was only when I opened or tried to play a Steam game... Because I loaded my Blizzard Launcher and was able to play Diablo III, Overwatch, and a few other games 100% fine.
I have 3 SSD's all Samsung Evo 860 500GB, I basically install on my main drive and a secondary and the third if I really need space for something I really want to play.
Regardless I was frustrated and just uninstalled every single one of my games and uninstalled Steam... Then reinstalled my library 1 by 1.. yes it was a pain and waste of time, but it worked.
First game I downloaded and re-installed was Doom Eternal and it opened perfectly. So I started downloading a few more games from my Library, opened them and they played 100% fine.
I noticed this error when I was finishing off some random nonsense/achievements in Dead Rising 4.. Not exactly a brand new game or anything. It started to freeze up and crash to desktop randomly.. Then I was getting the same error/issue as you.
I would double click (open.. or try to) basically any game and I kept getting the same exact thing, nothing. The Steam Library would say the Game was "Playing" briefly and then just shut off.
I am not sure what happened, maybe something was corrupted in my Steam Library, maybe the newest Nvidia drivers botched something (which has happened before but not sure in regards to this bc Blizzard & non-Steam games worked 100%).
It's a horrible option/route to try but if the problem persists I suggest deleting games from your library and reinstalling.
Also check that Microsoft's Windows Security Network's silly "FIREWALL" message doesn't pop up (the one asking if you want the application to have network access).. I don't think that's the issue or an issue but I think I recall it popping up after re-installing or installing a few new games.
I really didn't want to delete/uninstall so many games, delete Steam 100%, then re-install but I did and it resolved my issues.
Try playing anything else in Steam, if it works then the issue lies 100% w/ Doom Eternal... If other games are giving issues then it's probably Steam. Try playing anything else OUTside Steam.. if you own something on the Bethesda, Epic, or any other games Launchers that do not require Steam... if those games are playing 100% then the issue most likely resides in Steam.
Good Luck I really hope you do not have to go through what I did and literally uninstall Steam 100% and reinstall... Games and all.
Fortunately all my Save Files were intact and I did not lose progress in any of the games I am currently playing.
i actually did uninstall everything because it wouldnt finish installing at all. So when i uninstalled steam and my games from there, i was finally able to download and complete the download for doom eternal by itself however it did this afterwards.
Ahh, I honestly was never able to pinpoint the error, at first I literally thought that one of my drives was going bad or maybe had a lose connection. All 3 drives were 100% fine, I did format one (the one w/ DeadRising 4) and eventually uninstalled.. then reinstalled everything.
I'm hoping it's not a CPU issue for you, your CPU should be fine... but knowing all the nonsense going on nowadays with Intel & Microsoft.. it always seems AMD CPU users get screwed some how.. my old Phenom CPU was actually playing Doom '16 perfectly, as well as a lot of newer games.. but I had to upgrade/replace it when Resident Evil 7 Biohazard was released, same time as No Man's Sky and a few other games that did not support older AMD CPU's. It was so lame... but I do admit my Phenom CPU was at least 9+ years old.. it was a great machine it's actually been handed down to a family member who doesn't game and it's still running 100%.
I'm trying to check some lists for you... If anything I'm unfortunately starting to think it could be a CPU issue... I think I found your CPU on this list which is sadly a list of CPU's not supported
If the CPU is indeed not supported the only thing I can think of is possibly look for a "patch" or "hotfix" or something... I was able to get No Man's Sky and certain games functioning on that old Phenom I had.. it just wasn't a fun or easy process.
Only other thing I could think of is ask for a Refund, which would stink.

After looking at Steam's Minimum Specs I now see that for AMD it states "Ryzen 3 or better".

I can only suggest quickly searching for a hotfix for AMD CPU's... or possibly reading through this thread where someone had similar CPU as you.

If you do ever plan to upgrade your CPU I would suggest the AMD Ryzen 5 series, I got the Ryzen 5 1600 (cheapest R5) and it's amazing.. I do not regret dishing out a few extra bucks for the R7 or higher end Ryzen 5's.
I ordered a combo package with the Ryzen 5 1600, + 16GB G.Skill DDR4 RAM, + ASUS ROG-B350 Motherboard for roughly $300-350. I kept my same tower/case... same hard drives (all Samsung EVO SSD's), and my "new" Geforce 1660 GTX.
It was probably a blessing in disguise when No Man's Sky and other games did not load a few years ago.. as frustrating as it was I had some money saved up and was able to get a brand new "system" basically for $350 or less.
I know it's probably not what you want to hear.. I'm sorry bud. Just know I've been there before... a lot of us have :(
dang. oh well at least i got a 90 dollar game with all the dlc and expansion packs for just 30 bucks. I'll hold onto it then.
