OP, I'd rather recommend you attempt to verify the DOOM Eternal game files through Steam.
If the game is not launching or just simply crashes without error, the possible cause can be hidden xinput1_3.dll file. Try to Re-installing DirectX.
I once encountered this problem as well, and this worked.
As mentioned, if the xinput1_3.dll file is missing or hidden, it can also lead to the game not launching, or simply crashing upon the start-up sequence.
You can resolve this issue by re-installing the DirectX.
To do this, create a system restore, un-install the current DirectX, download the latest DirectX instead from thee offical DirectX website, and install it.
You can also try to turn off Steam Overlay, update your graphic drivers, remove any and all third-party game optimisation softwares, or update your Windows.
I'm presuming you've tried restarting Windows already.
This will not work whatsoever. Don't do it.
