Also, even if it says it isn't saving it might be. So i you don;t mind lpossible losing somr progress, it could be worth playing the first level up to the first checkpoint, then quitting adn reloading to see if it actually works anyway.
also try verify the integrity of the game files
Good ideas, although I would try them in the reverse order.
Only other thing I can add is maybe the save game location is set to read only? So try installing on another drive or trying to change the save game location:
