The Doom Slayer looks like the Dark Lord, not the other way around. Davoth is the first god ever created by The Father; and his original form is literally the spitting image of the Doomguy. Codex states that the Luminarium resurrects gods in their original physical form, so it wasn't some form he just assumed indeed. That's actually what he looks like, and a codex entry shows his face slightly which also looks like Doomguy.
This is it basically. When the Father says "he is you... in their world" he is saying the Dark Lord is the Primeval of the Hell dimension, as the Doom Slayer is the Primeval of the Earth dimension. Both are basically gods intended to protect their realm, and they look the same for that reason; that's likely what all Primevals look like, like a template.
That's what the mark of the Slayer actually means, and why both of them have it. When Samur said "I knew who you were the moment you set foot in our world, and who you could become to us...", he realized the Slayer looks like Davoth and then acted to grant him the power and status of a Primeval. The divinity machine is what is used to give these gods their power, so it's likely the Slayer and Davoth are of similar power if not matched.
In layman's terms, Doomguy was always destined to be a badass in his own reality. Hugo said it's not a multi-verse though, so how all this stuff actually works while also connecting to the OG timeline (which is only directly mentioned in cut dialogue) is yet to be figured out. I personally think it's likely some sort of cycle the Doomguy has endured for eons which he is now approaching the climax of.
