I think is more complex than that. In the codex entries you can read the origin of the dark lord and the fight that he had with the father, and the pictures shows him looking like the slayer (even having his own crusible).
I think is more probably that the dark lord is just the version of doomguy from hell, like if it was a parallel universe.
But yeah, Vega basically said he assumes the most powerful being in Hell, and that's the Slayer, feared by all of hell as the ultimate warrior.
