So? You asked for characters, he gave you characters - plus there is a Berserk video game, so it's a non-argument. Doom Slayer's pretty high up there... for an FPS character. When it comes to overall power levels, there's plenty of others who'd give him a run for his money.
Who?
Ranger from quake because eldritch BS>>>Demons
Warhammer 40K demons > Doom demons.
Dante from Devil May Cry immediately springs to mind. Dude defeated a god capable of creating pocket universes and that was before he reached his full potential. By the end of DMC5, Dante is capable of creating black holes.
Ironically, both Dante and Doom Slayer share a common skill: not giving a crap about dying. Dante is functionally immortal anyway, but even if he did die, he'd just end up in Hell, which he's easily strong enough to rule over at this point, so who's gonna stop him from just walking out? And the Doom Slayer got back out of Hell after dying all the way back during the events of Doom 1, before he even received Seraphim blessings and became a demigod. They would both effectively stalemate each other because death means little to either one and their respective arsenals are absurdly strong. I *might* give the edge to Dante in all honestly, because even with the Slayer's feats, the whole "killing Mundus" thing was just that nuts.
Of course, that's assuming they'd ever fight to begin with; The Wretch proves the Slayer is willing to work with demons that aren't cartoonishly evil, and Dante is about as personable as they come. He might get sick of Dante's lackadaisical attitude, but he'd tolerate it so long as Dante helps curb the demon hordes.
Interesting you bring up Warhammer 40k. As I could quite easily see the DOOM games being an origins story for the Emperor of Man. There are some similarities between DOOM and Warhammer 40k.
He's fighting against Daemons(Chaos uses Daemons).
He's got divine powers.
His armour looks similar to the Warhammer Space Marine armour.
The Knight Sentinels look similar to the Grey Knights in armour and weaponary.
They use giant mechs.
I'm sure there are more similarities and I'm more than likely wrong, but it would be nice if the two games did merge somehow and it turned out it was an origins story.
To be honest, there may well be characters that are more powerful than the Slayer, but I don't think there are any as relentless or focused as he is. It's also worth remembering that Doom is one of the only games where you are the boss and the enemies are your challengers.

0:53, have you ever seen a supernatural enemy exert so much fear through facial expression?
