Can't get Baron toy on Necroval

Trying to get the Baron of Hell toy on Necroval, having looked up guides on how to get up there I have found that the usually opened second level with the 1up has a gate around it like the toy room does, all guides have you climb the thin wall climb and dash through the opening that is blocked on my game. Did a patch change something in the last day or so? Do I have a bugged prerelease copy?

You have to open the big main gate before it becomes accessible.
