I've also had it where it starts at the correct resolution, but looking at the video settings it's showing 4:3 aspect ratio and 640x480.
Never thought much of it because I attributed it to having the game installed on more than one machine. One being Window 10 and the other Linux/Proton. At least in my case I'm asking for trouble.
That's not the case with me. Although I do have an Oculus Rift S hooked up, so maybe that's related? 🤔
This has happened to me - trouble is it won't let me change. Says I don't have enough VRAM for the higher settings, which is rubbish as it was perfect from the outset. Game is unplayable. Was working fine. Checked drivers and the like. All good.
Any suggestions?
My last thought was uninstall and re-install the game??
Reboot the computer? At the top of Steam click on "Help" and then "system information" copy and paste all of the resulting text here.
Thank you!

First thing I tried. The resolution is so bad I can't even read the splash screens as it starts up. Annoying as the game was perfect through previous plays.
What about setting graphics preset to [Low], applying the change, and then trying to change resolution? If that works, then bump the quality up as far as it'll go?
You might have tried that already, but worth mentioning in case you haven't.
Download these newest hotfix drivers from NVidia:
https://www.guru3d.com/files-details/geforce-445-78-hotfix-driver-download.html
When installing them select "Custom Install" and then "Clean Install"
Then after installing and rebooting again and see if it is better.
edit: you cannot go above nightmare
edit: btw, you cannot go above Nightmare graphics with a 6GB gpu.
This seemed to work... The game started in 4:3 aspect ratio and 640x480, but corrected itself as soon as I went to the menu from within the game itself. Got me beat, but it seems OK now. Technology - don't you love it?
Thank you to all who contributed ideas and solutions. Greatly appreciated!
