Is it better to upgrade armor or health first?

Hard to tell - when you get flamethrower, it feels like armor is better option. I would go heatlh, armor, health armor to balance it out.

My first decent Ultra Nightmare run I aimed for health above all else, since it's so much easier and faster to get back than armor.

I maxed out armour first as health is easier to get.

Health. Armor goes down way too quick and isn't replenished as easy as health is. SSG helps but ice bomb and BP contribute far more alongside glory kills. Plus overkill gives health too.

Health. Armour is a little easier to get. Glory Kills are riskier, and ice bomb health drops are less frequent.

Go for the upgrades that have both health and armor in them, prioritizing health. Then go for health/ammo, followed by armor/ammo. The seemingly low ammo count in this game is a trap: there's actually more ammo than in 2016, provided you don't forget to use the chainsaw. If you miss out on health and armor in favor of ammo, you'll screw yourself over.

I don't have a problem with ammo at all. While doing an UV run i never upgraded it and did just as fine, I don't know why people complain so much about it.
