How do I check OS?
I will also say your graphics card falls below the minimum specs I have seen similar posts from other users who have 1GB gpu's who have the same issue.

Also, do you guys believe the W-10 Update (which, by the way, removed all my files) has something to do with this issue, as well?
This is a software issue, it has nothing to do with hardware.
Something is causing the Id Launcher to crash, hence not letting the game boot.
If it was a hardware problem, the game would say so, or it would run like crap. But it would boot.
Users with recommended (or even above) rigs are experience the same problem.

Note the part I put in bold and underlined there.
Vulkan requires an AMD Radeon HD 7730 or higher.
I tried to open 'Doom: Eternal' again, with the same damm "Could not find Vulkan-1.dll. Please make sure your GPU drivers are up to date" message popping up.

You can try to delete teh vulkan files from the system32 folder, and then re-install them again.
I did it, and it didnt work, so I wouldnt waste my time doing that.
For AMD Vulkan appears to require a GCN 1st gen GPU or higher which didn't start until the 7730.
The 7570 was TeraScale 2 not GCN.
You need a newer GPU.
Honestly given the requirements on the store page:
NVIDIA GeForce GTX 1050Ti (4GB), GTX 1060 (3GB), GTX 1650 (4GB)
AMD Radeon R9 280(3GB), AMD Radeon R9 290 (4GB), RX 470 (4GB)
I would get at least one of those or better there's not much likelihood of running the game with anything lower.
Just integrated AMD Radeon HD 7730 and ran into an "Error-182" problem.
Just downloaded AMD Radeon R9 290... same error... *sigh*
