None of RAGE 2's codes were Steam. It was ALL bethesda net and it seems like this will follow suit sadly.
There is another thread respectively about a similar topic which OP asks whether you can tie the CE to Steam, they have asked on Beth forums yet to have a reply.

Annoying crap.
Man, I hope the digital bonuses codes can at least be redeemed in the Steam version. Like if they're punched in in-game, or a menu or someth-- ah, who am I kidding. Get bent, Bethy.
I mean, I get it. That means they can avoid some of Steam's requirements for how Steam keys are discounted and distributed.
But it's still a pain in my (our) ass,
To be fair, I've been a white knight on the Doom (2016) forums for a good few years now, but a lot of the decisions being made with Eternal are pissing me off.
The campaign, what we've seen at least, still looks amazing, sure. But everything surrounding it is starting to leave a bitter taste in my mouth.
I am .... uneasy... with what I've seen so far of Eternal. But I was also dissatisfied with what I saw of DOOM prior to release and was appreciably surprised when I first played it. Let's hope the trend continues.
That doesn't mean I won't break down their absurd reasoning around multiplayer at some point.
