No, but that's very stupid.
This unlocks the research needed to be able to mine the new resource.
Then you unlock a second place where you build a permanent outpost and start harvesting the resource.
first map you need to scan 10 ice plants
second map you need to cover 50%/points of the map with radar coverage and then find titanium ore sample at quest location
third map you need to find 500 titanium via geoscanner
now you can research titanium mining and you get the acces to "titanium mining outpost map"
If you are on that quest you should be pressing spacebar to wlak around and find nodes that pop up with titanium. Find the 500+ and move on to next mission.
Use the naturally-spawning cryo-plants - you can build on the cooled ground around them.
You might ensure you have a save game, then leave that map. It will warn you about no outpost. Leave anyways and hopefully it will give you a new map to explore that should have the cryo plants.
