You're just spewing a very well known fact without any context to provide relevance.
That being said, strongly feel the game is only possible on Insanity when you play two players or cheese some exploit I've not figured out yet.
Cops are too accurate, have too much health and deal too much damage.
Considering by the Developers own admission they didn't think it were possible for players to compete the rhythm minigame, Im going to assume they also put in little foresight into the difficulties. Insanity was never actually play tested and was more of a "why not" difficulty option.
If stubbs had more reliable range, It probably could be done. But, again, the fact that he doesn't makes numerous levels on playable.

Yeah, insane difficulty is not that bad, and I simply play on it for just fun. It's only the shootout areas that can turn into a pain, similar to Manhunt, but that's why you need a firearm to get through.
In the military levels, I typically throw my hand and look for the wall to climb where there are snipers up above, take control of a sniper, and start going for headshots on everyone at ground level. That's one of the fun parts!
