Insane Difficulty is simply not fun
I genuinely get the impression the game offers it as an option to players, but obviously it's not meant to be really played because the game quickly snowballs into Pseudo-RNG with it.

You really are at the mercy of the AI. Specifically the Agents (I'm assuming maybe FBI? Not sure.)

If the Agents cluster or sit in one area you can spam a nade to, you're aces. If they move a few feet to the left or right, you might as well reload because chances are you're just going to quickly die. They have way too much health, are too accurate and deal too much damage.

Personally I don't even find the meat wall ability all that useful against them, at least not on insane. Because apparently Punchbowl PD are master Marksmen that can spot a lit Cigarette in the densest of environments.

Unless the boys are giving them a beat down at Close range, they all seem to agro on Stubbs specifically, no matter how many Zombies are between him and them. It's very strange and kind of annoying.

But, this is early 2000's. Stubbs is far from the only game from back then that's version of difficulty increase was basically Cheats. (If we're being honest, it's a trait most modern games also carry.)

Sadly enough though Stubbs Pancreas Grenade is almost entirely useless past.... The Jail breakout? The... FBI? They start to replace normal cops pretty heavily and can tank at least two nades, if not more. This is extra depressing once you realize the developers literally call the Grenade Stubb's strongest ability.

IMO The Hand and the Gas Stun are his most powerful.

However, I try not to use the Hand often as it just turns the game into a very basic Early 2000's shooter.

It's built on the Halo engine, so it is kind of a basic early 2000's shooter given a zombie re-skin.

Im not sure what that has to do with anything I said.
You're just spewing a very well known fact without any context to provide relevance.
That being said, strongly feel the game is only possible on Insanity when you play two players or cheese some exploit I've not figured out yet.

Cops are too accurate, have too much health and deal too much damage.

Considering by the Developers own admission they didn't think it were possible for players to compete the rhythm minigame, Im going to assume they also put in little foresight into the difficulties. Insanity was never actually play tested and was more of a "why not" difficulty option.

If stubbs had more reliable range, It probably could be done. But, again, the fact that he doesn't makes numerous levels on playable.

Such riveting Insight, are you a Redditor by chance? Only someone as Regarded SPECIAL could come to such sage conclusions.

No, but judging from how you're throwing a hissy over insane difficulty being insane, you sound like a predditor. You have to go back.
Yeah, Insane is garbage, done for torture, and then...

satisfaction once you beat it !

It's definitely a pain in the ass, but once you get to the tanks just before Monday it's pretty easy. I think the toughest part for me on Insane mode was probably the dam and leading up to Dr. Wye, but honestly Wye was pretty easy and everything after wasn't too bad. Monday is super easy if you just keep using your hand to posses quartet guys and shoot away his shields. You just gotta take your time and make really good use of creating hordes and using the hand on machine gun guys. :STBheadcase:

Yeah, insane difficulty is not that bad, and I simply play on it for just fun. It's only the shootout areas that can turn into a pain, similar to Manhunt, but that's why you need a firearm to get through.

In the military levels, I typically throw my hand and look for the wall to climb where there are snipers up above, take control of a sniper, and start going for headshots on everyone at ground level. That's one of the fun parts!
