Report a translation problem
There is an item called Kingsport Folk Tales. You have to click through that item's possibilities until you get to the one that speaks of the Terrible Old Man (Which is the proper name.) But you have to see this tale in-game to get the name. Else the name won't be listed.

If you did literally all of that then the only thing I didn't mention (because I didn't complete it) would be to help Horatio find his way into the Blackened. You might be bugged out though, because after doing all of that I had no problems answering the Qs - Kingsport, the names of the 4 dead, pirate cutlasses, retribution for stolen gold, don't know his name, Terrible Old Man.
EDIT: the documents I needed to read, for people's information - Julian's crumpled note, Julian's unsent letter, Kingsport Fairy Tales, the documents from the private eye.
Also, when you're in Horatio's room, check his window, it lets you know he is lying.
