Because some people have been gaming on a PC for several decades and their muscle memory is tailored around keyboard controls? Because there's no practical difference between playing a game with a d-pad on a controller and playing a game with cursor keys on a keyboard aside from what you're used to? Because not everybody who owns a PC owns a controller? Plenty of reasons, really.

You do know that the strength of the PC is not that it has mouse and keyboard but that it has everything? It's the one platform that will always allow you to use your peripheral of choice. For beat'em ups, for obvious reasons, that is a controller for the great majority of the population. Using a keyboard with this kind of game is never gonna feel as good as playing it with a good DPAD and a few face buttons.

Signed, someone who will never play an FPS without keyboard and mouse.

people with a brain? m&k is only better for aiming & games that use a large amount of hotkeys

Can you name a specific reason why that is? For precision platformers that involve an air dash requiring you to move in more than 8 directions, yes, an analog stick is preferable over cursor keys. For twinstick shooters with large numbers of agile enemies, an analog twinstick makes things a lot more managable than trying to use the mouse and an on-screen crosshair. (although if sniping at long distances is required, the mouse gains a massive advantage again)

For beat-em-ups like this one, the only argument I ever see is "it just feels better" but that's usually because a controller is their default method of play, so of course it feels better.
I must say that I play 2D games both with keyboard as with controller. I have a better playability with keyboard - On Okinawa Rush: A [Jump], X [Punch], C [Kick], Arrows (directionals) - than a controller. Because my laptop keyboard model is a pain in the ass arrows, I change the directional to Numlock (5[up], 1[left], 2[down], 3[right]). But on Okinawa Rush Demo I can't change directionals to Numlock keys, and my playability gets compromised because of that. That's why I came here to see if the player can rebind keyboard keys and so I'll take the decision to buy the full version, cause I really have better skill playing with a keyboard than a controller. Maybe I'll try to use a controller emulator to play it with keyboard.
