Question About New Game+?
Does this game have New Game Plus, and if so, is there any difference playing New Game Plus?

It's called EX New Game.

Things that are carried over in EX New Game:
1. Character level and brain map skills (optional). You can only keep brain map skills if you choose to carry over level. You could carry over your level even when playing as the other character (e.g If you have a clear save file with Yuito at level 60, you can start EX New Game with Kasane at level 60 too).

2. All items in your inventory, including Phantom Art material (can be exchanged for the best weapon in the game). Note that you can only exchange Phantom Art weapon in a post-game run so you need to load a clear save file, exchange the weapon, then defeat the final boss again if you wish to use it in EX New Game.

3. Character bond level and SAS ability (only if you play the same character; e.g the bond level you raised as Yuito will not carry over to Kasane).

The storyline hasn't changed?

yes the storyline isnt changed what makes you think of that?

the perspective is only changed and how each character can only access parts of the world respective to their character example Yuito has access to the Old OSF Hospital, Kasane has access to the Research Facility's inner areas, Kasane can only access the OSF Hospital in Suoh in Phase 9, Yuito can only access Seiran City in Phase 9

I started the game as Kasane. When the story ends, should I start New Game+ (EX New Game) as Yuito?
I don't know if I understand it correctly but there is no reason to create new save file for second character, right? Everything should be done on the same save file?
I plan to max this game as much as possible - every achivement, every item, max lvl etc.
What's your advice?

Everything should be on the same save file, right?

It's not what I asked.
My question was about something else.
Eg:
I beat the game as Kasane on Save File nr 1.
Next, I beat the game as Yuito on Save File nr 2.
From what I can see the game completly disregards data from unrelated savefile so if I start Ex New Game from (Kasane) Save File nr 1., game will ignore the fact that I was playing as Yuito on Save File nr 2.

When you start your NG+ playthrough choose the other character, there are significant differences in their stories and you will miss half of the game if you only play as one character.

You will carry over your items and all your skill points (though you have to respend them, which is great because it's a chance to change your build).

It is worth doing on every level.

As for your save file, save it on a different slot because there is some endgame content that doesn't carry over and you will want to play that at some point, even if not right away.

Also, if I understand your question, I believe the answer is True.

True.

You have to play both characters on the same savefile if you want to have access to all post-game goodies.

only seeing certain things from the other characters view the actual story or anything doesnt change
