Report a translation problem
The mods folder is a remnant of an old feature that wasn't maintained due to a lack of interest at the time. It still works, but it's not a supported feature and is somewhat dangerous.
The short version is that any .Zip file stored in the Mods folder will be extracted and copied into the Content folder, overwriting any existing files there.
Here's an example mod that replaces the generic HUD font with courier new:

I intend to revisit this feature at some point in the future, depending on how much interest or demand there is for a proper modding framework or API now that the game is on Steam.
