Pretty sure current level cap is 999. It basically means whenever new content gets released you get it instantly

I was wondering - would you need to purchase the DLC in order to progress to the higher levels? I guess you stop earning XP once you've done all the default songs on each mode?

no, you can just keep earning XP from these songs. you can do what i’ve been doing and farm top 100 spots on charts, you’ll still entertain yourself while grinding out both xp and score
