I'm afraid so. We did try to sync the purchase records across multi platform while at current stage, it seems impossible.. _:(´ཀ`」 ∠):_
Hope you'll find a way soon.
someone suggested that you create a user a code that allows data to be transfered. thought easily this could be cheated around, maybe restrict it to where pc and mobile have to be connected to the same wifi or some ♥♥♥♥ like that, or the code can only be used once, and can be undone by its original code generator platform. So if i bought that 30$ DLC on pc, i could go to a tab that shows me a code to use only ONE time to put onto mobile while im connected to the same account. And can be cancelled by ONLY PC since i bought it on pc, vise virsa with mobile to PC
The Google app store and the Apple store are companies, and companies don't like to be circumvented. Even with DLC, it would probably breach T&C's to allow content bought on other platforms, from other companies, to be added to an account, especially when they aren't getting any cut from it.
It would be less of an issue with android however as you don't have to go through the Google app store and can download apk's. But you'd have to go through a bit of a faff making a place to get that private .apk and preventing it from being spread around. And then IPhone users would probably be upset.
