The games video settings are lying to me?

Maybe my save file or config file is messed up but whenever i set the game to a cerain graphic setting it wont always be that setting. Example: I will set the game too 100% res but it will look like 30 and then i will set the game to 0% res and it will like like 100, I have absolutely no idea what's going on please help.
