Extreme stuttering during overclock - any fix?

Everytime I use Asaru's overclock ability, my game constantly stutters and drops frames. I've tried every different graphic setting and it doesn't seem to make a difference.

I'm playing at 2560x1440 with a modern i7 and an RTX 2070. Not sure what to do.

(As a side note - I only seem to be able to play on fullscreen. windowed gives me an extremely choppy 20-40fps)

been a long time but I'm pretty sure I never did. I should play this again... this game rules...
