If non-ENG developers can afford to make an ENG dub and it makes financial sense to do so for them, they'll do it. The truth is though that aside from bigger mainstream games, ENG dubs don't add a lot of extra sales and have a huge cost. You're a bit in the minority here. Fortunately, you can easily go play a number of games that do have ENG dubs like any game in the DMC series, Bayonetta, or maybe God Hand or Hellblade or Nier: Automata or something. No one's asking you to enjoy a game you don't enjoy.
