I think there are also some restrictions on the resolution and colour depth (16 bit) for winowed mode to work.
I have the old cd version but it was some years since I last played it so I might remember incorrectly.

At first the links seemed broken but they work fine when you make an account and sign in.
Before replacing the exe you want to enable only update when launching in steam for rrt2, because steam updates will replace the user made patch by the official one. After doing that go to your ...Steam\steamapps\common\Railroad Tycoon 2 Platinum folder and extract the exe replacing the old one, now all you need to do is make sure you don't launch through steam.
I also copied the steam.dll from the steam folder to the railroad tycoon 2 platinum folder.
Hope this helps, for me it also fixed the game sometimes crashing and minimizing when loading a campaign mission.
