Kill other players? Well people can spend money to buy better gear and kill others but if theyre clumsy could lose it too. Even if people can just spend money on gear, red and black zone pvp risks them losing it if they die, and expensive gear attracts a lot of people.
Make money? Yes, having premium boosts silver making ingame by a lot but f2p players can find ways to make silver too. You can also use silver to buy premium and it's not too hard, just grindy.
So yes, in my opinion it is pay to win but the game is big enough to enjoy even if f2p.
You can pay for in game that you can also farm completely as a F2P player. Someone can swipe their card and get 3 million silver for $5.
Now mind you, them swiping their card and getting that currency they are spending money on gear that they have NO exp in. So not only are they using a weapon they have NO experience in, when they die trying to kill another player high chances are they will die and that loot they just paid $5 for will belong to someone else in a matter of seconds. So while not pay to win, it's more like pay to save time. You can farm 3 mil in an hour easily by grinding OR you can make up to 15mil in an hour by being really good at PvP/Ganking.
