Are you kidding? Player numbers are at an all time high. They had to triple the number of servers for goodness sake.

cant tell if your trolling or not. the game is dying. at least on the west server, the majority of players for albion are not from NA

yes , because staff.. people are banned for no reason ! So some guild with 200+ players have no leader !
So it's not that the game is dying, it's that there's more room on your favourite server. If I were you, I'd be making the most of that while it lasts.

I usually see 10-15k online just on Steam alone. Doesnt seem dead to me. Some of the starting towns are less populated then they used to be but i believe people are moving up to higher content areas

They didn't "have" to do anything. Because of how the game is divided into different zones with max player caps, it makes little to no difference in the long run.
The only reason they made new servers was to make more money off of the founder packs and further water down the community.
In fact its one of the major reasons why I and thousands others like me stopped playing altogether.
I have 2 characters with maxed out crafting in specific areas and every weapon/armor but it was rendered useless when the EU server popped up and most of my friends moved to start anew (which i dont have the time or energy to do) so the rest quit, like me.
