Can you please clarify what kind of issue you're facing and if your game account was created on Steam or on mobile\website?

I initially created my account on my Android phone. I saw a pop-up that said if I link accounts with Steam I'd get a mount and some exp. So I dl'd one Steam and tried to log in but after it recognizes I'm trying to link accounts I put my email and password in but it says there's server/connection issues and tells me to try later.

edit: going to bed will check this in the morning.. which for me is about 8 hours.

Unfortunately, native accounts (including accounts created from a mobile phone) and Steam accounts are not compatible. So, if you initially created your account on the website or mobile and then tried to log in on Steam - the game will not let you in.

The only solution would be to add the game to Steam manually using this instruction.

It will allow you to use Steam, as a launcher for the launcher. But will not let you purchase something using your Steam wallet or earn Steam achievements.

So my brother makes an account on Steam but I have mobile. Can we play together?

Yes, if you both are playing on the same server. (Americas or Asia currently)
