I’d say Brecilien. You can go directly from the city into lethal mists or the Roads. You never know which Road, so you might wind up in gankville, or somewhere that Journey Back will cost you 100k+, but I usually end up somewhere remote and sparsely populated, and often able to exit the Roads into an area of the Outlands that is similarly remote and almost as underpopulated.

The Mists always have the risk of some whale in 8.3/4, but most of them seem to focus on the mob camps and the Abbey. I am nearly always farming mobs and gathering, so avoid the objectives, and in doing so rarely get ganked (though I did this morning). Plus, if you enter from Brecilien, as soon as you pick up any loot or resource that you really don’t want to lose, you can dash to the nearest exit for a free trip directly back to the city; no need to gamble navigating home through a red or black zone or spend silver on Journey Back.
