Trading Steam inventory Items considered RMT?

I read some of Albion Online's Terms and Agreements and stated that trading silver for real money can ban you. But lets say I traded silver for something on steam like a specific skin or trading cards, is that considered RMT?

Since Steam Items can be sold through the Steam Market for real money, it would be considered Real Money Trading to exchange them for in-game currency
