This seems to be a pc issue and you should check all your drivers as well as your internet cables
Latency between your computer and the game server depends on the nature of your connection. If you live far from the server then your ping will be high. If your ISP is bad or you have a cheap connection plan then it will be even worse. If you're paying for good internet, you could try contacting your ISP and asking them to see what they can do to improve your connection to the game's server.
In my experience the game is quite stable so you might like to run your specs by the technical support forum to see whether the problem is your machine. While you can lose gear if you get killed because of a crash, you cannot lose progression.
Your ping and your ms, as displayed by the client, are not related. If your ping is 40 then you have a massive advantage over the average player. Many of us have to deal with pings between 200 and 300. The ms isn't a network measurement, it's a measurement of how long it takes to render and display a frame.
As most users have mentioned here, the ping issue is mostly due to the player's distance from the game's megaservers which is located in the East Coast of the US.
You mentioned that you installed the game on a HDD, it's highly recommended you install it on an SSD instead which has faster read/write times. This is to eliminate most of the lag inside cities when there's around 400+ players moving around. It will also significantly decrease the load time when zoning into different zones.
