Can you force 'Region Overcrowded' mode?

Can you force 'Region Overcrowded' mode so that I can leave the endless black loading screen loop when entering city banks/markets?

I know this is four years old, but I'm posting this here incase anyone is searching for an answer and comes across this post...
In chat, type #forcecityoverload true
with the hashtag and everything. You should get a message confirming it happened. If you're in a city when you use the command, you will have to leave the city and re enter for it to take effect.
