How to craft tier 4 stuff

Hello. I ran into a problem yesterday:
I wanted to craft tier 4 gear. The starter town only allows crafting till tier 3. So i ventured into the next town. There, every shop is run by players, there are cooks and alchemists everywhere! The two wand-crafters I found were both broken and needed to be repaired before use. When trying to repair them, the game tells me that I do not have the proper rights to repair this shop.

That system is horribly broken!

Is there a non-player-driven city where You can craft stuff above tier 3?
Or any other way to avoid that dependency on players that don't seem to be active anymore?

What town are you at? As well you can always craft one on your personal island if you have premium or are in a guild who have one as well on their island or can join someone’s personal island and use theirs.
