Lily peterson and scap of paper

I talked to chief snelling to try get the file for lily peterson. I choose the year 1828 the officer in charge lester and 3 other options one don't know. What am i missing. Also at the gilded lily the dressing room there is a locket with a scap of paper with a combination that i can't work out. Please help thankyou

You need to ask both Ruby and Serafina about Lily's portrait/Lily's possessions. The scrap of paper should help you out from there...
