EDIT: Equipped a straight handled ladle and he can now cook
I had the same issue when I crafted a ladle with 0 cooking skill.
The game really is not clear about material properties and what professions EXACTLY benefit from preciousness.
I think they leave the wording fairly ambiguous (and the material properties effects) because it's assumed obvious? I still would like clarity with in-game information so I wouldn't have to experiment so heavily.
I've had to reload saves a few times to unstick the AI routines.
