"Construction Disaster" materials make no sense
Just in case you are playing Challenge Mode and you need your perfection - THIS is the regulation that can really screw you over

Apparently in this game Hay Bales are considered to be construction stuff. There is another material of questionable status, I forgot which one it was, maybe I'll add it later, but Hay Bales being them makes no sense

I literally looked it up on google and apparently hay bales were in fact used some hundreds of years ago in construction but what does 1980s Acaristan have to do with that? You build stuff with concrete and rebars stuck in them, like everybody else

Like, Gravel being construction I can still understand but you lost me at Hay Bales for sure

It's a thing to remember for future so that you don't miss those perfect checks when you have "Construction Disaster" regulation currently ongoing

So the thought of farmers or the equal to the Amish is AUTOMATICALLY factored out in your brain?

huh? I do not know what you meant by that, but you do not build stuff out of hay in modern times, even by 1980 standards

There was a time in the U.S where the Amish WERE capable of building basically whatever they wanted, out of whatever material they wanted, and they were quick about it as well, heck some of their old school houses are still standing to this day and those were built with mainly wood. It was only until I think the early 2000s when they were required to build things strictly to code which included electricity.
To put it bluntly, someone outside of a city can still use that material for construction, you even said so yourself that it was used as a construction material so why is it being classified as such a big surprise to you.

Bro, the primary use of Hay Bales is to use them as food for livestock. That's what it actually should be

There's a category of "Food" under certain other regulation like "Transport something" - when drivers present the category of trade goods they are transporting as merchants. In this game, drinking stuff like Beer Barrels are also considered to be food

However, I highly believe developers made a mistake somewhere and they classify hay bales as construction instead of food, even if it's not human food

This game actually had a history of mistakes at various points where the new added truck - Sina, was part of "Congested Streets" regulation even though that one specifies all the other trucks BUT Sina. That was patched out

I believe that, given notice of their oopsies, they are gonna maybe fix hay bales into a different category but until then, I need my 100% perfection when I'm going for Rank 1 in Challenger Mode

Or it's likely not an oopsies per-say you're just thinking it is one due to past experiences.

Its primary use is food source, construction is secondary or tertiary

Any person playing this looking to be perfect in challenge mode will need to know what this game treats as what, and some of these things are confusing. Gravel, I get it, its construction stuff, Concrete - 100%, but hay bales?

Basically you have to KNOW that in this game hay bales are stuffed into Construction materials category

Because other items are not split into different categories

If I have an ongoing event where food from Albarakh is banned, Hay Bale is NOT considered food in that case, only human food. And for all purposes, it is specifically CONSTRUCTION material, NOT just "material". Because "material" exists as a separate category

Developers need to overthink and fix how these categories work. If hay bales are primarily used as food for animals and people recognize them as such, they should be moved into that category

Otherwise, make hay bales act as 2 different categories
