Hi.
1. Your tools diseappear because they wear down and break. You have to keep buying new tools and better tools.
I think this is done, to simulate the lack of equipment in such countries and " justify " corruption you can go for sometimes.
2. Not 100% sure about this. Is this a quest? Did you put the prisoners into your car?
If not, then you should do this outside of your work-time.
2. You should do this task after finishing your shift, i.e. processing cars at the border.
And it seems like I'll either have to restart the chapter or let smugglers slip away just to proceed to night time. Oh well. :P

It went better than expected, thankfully. Without tools I couldn't get the contraband, but at least I could arrest the guy, and the superiors were happy. I made sure to do some shopping this time before I called it a night.
Whoops. xD I guess that explains it. Ah well, no biggie.
Yeah I've been going back and forth between endless and story to get the hang of it a bit more. I still feel that 500 bucks are better spent on something else, as it's not that much trouble taking the prisoners yourself, as you can fast travel and everything. Getting Vlad to arrive for 200 bucks, on the other hand, was a life saver at some point. :)
It's ok. It's better to lose some time than being ambushed left an right. xD
Edit: in fact it's actually better off to defeat the attackers because that gives you bodies to loot which can range from having a bundle of cash, contraband (usually cocaine and weapons), black market items (Vodka that sells for 42 bucks, and cigs) and ammo for the Makarov, AK, PPSH, SKS and the shotgun who's Russian name I forget, oh and I also forgot about the kitchen knifes and branches that can be dropped in the loot pools as well, not great tools but hey if money is tight then they're all you got.
