"More than 3"

It´s just me or the game is somewhat inconsistent with that? Few times it was correct when I sent off guys with 3 defects. But twice it was wrong, even with it.
More than 3 means 4 is reason to sent them off, right?

Either I was reading it in hurry and mixed it (so I don´t deny it was my misread, which was the cause) or it was 3 or more (that means 2 are fine, 3 is bad) and if that was "more than 3", then it should be "3 are fine, 4 is bad?
