Is coal a construction material?

I currently have the construction desaster event going on, and I had a truck filled with coal. I let him pass and got fined for it, because the game apparently thinks coal is a construction material. I would object. Coal is for heating or as fuel, you don't make buildings out of it.
If this were sand, I would understand, but coal?

Or am I wrong?

On the cargo list there will be an image next to the item's name that you can use to determine what 'category' the item is a part of ie for any form of livestock there will be an image of a goat. For construction materials, you should see a picture of a stone wall with a trowel (Tool to smooth cement before it dries).

I don't remember what 'category' coal is a part of in this game but I know it isn't a construction material.

I know about these symbols but I didn't pay attention because I was sure that coal can't be construction material.
I don't have a screenshot to prove it other than the audit summary in front of the message board, but I will look out for another coal carrying vehicle to check.

Just had the same situation, the game consider coal as building material which you should refuse entry to be successful.
