Yes, this might be the case here.
I just wanna confirm that the original bug report was correct in at least one instant: Audit 46, Kadyr Osor.
That is to say, I got this guy coming through in Chapter 4 (same day as the murder of Oleg at the Cafe) and it said on his entry permit that his reason for entry was WORK, YET he did not have a work permit AND he was foreign citizen (Kagastam), so according to the rules as I understood them, he should have been denied entry.
However, the game says you are wrong if you do so. I took a screen shot of the case in point if the DEVs want to try and re-create the issue.

BTW, awesome game, it has some of the best pacing of any game I've ever played. There's always something happening, keeps you engaged, yet it doesn't get to be so much that its overwhelming and confusing. Most fun I have had in awhile.
And, unlike most AAA games at the moment... NO crashes!
Why do 7-man teams from central and eastern Europe make better games than AAA studios with hundreds of employees, 100-million dollar budgets, and Hollywood actors / next-gen graphics --- I think the answer to this question might reveal a fundamental truth about human existence :-)
