How do I eyeball the stationary?

I'm currently on the part where we are to reject people if they have forged docs, but when I look at the stationary for each country they look 1 to 1 and I have to use the feature where it tells me if its a match or not. I haven't been using that feature all too much but now I am relying on it a lot when it comes to the forged docs.

Does anyone have any tips on how I can eyeball it?

If I'm not mistaken, if the stationary is dirty, like really dirty, it's considered false.

while you have to duty handbook open, click the title of the document i.e 'Passport' and then click the paper background in the duty handbook.

Hard to answer that. Maybe there is a bug on your end.
I would just visually compare emblem with the one in handbook. Fake ones were easy to catch as they always looked different. Like some child drew it.
Perhaps some visual setting could be adjusted on your end.

the way i see things, is the duty handbook has a colour swatch, this swatch is divided into 3 groups.... three backgrounds passport/cargo/cards
