Note says he is wanted and heading for border. Of course it's the last vehicle of the day. I found no violations other than the tip. When I arrested him I got punished.

Its not said that all the wanted drivers are showing up on that day. They can also come the next day or the day after that... the mentioned wanted guys on the board are for the current chapter.

you could get x-amount of cars with 3 broken lights. over several days. chapters only move forward when all in each chapter have been caught or missed

you have to basically search anything that matches up with given clues

Always check for contraband before arresting a newcomer. There can be people or vehicles that match smuggler tips but are innocent and have valid papers.

The notes do not help that much. They are more like a suggestion. At first I was looking and comparing them. I gave up to rely on notes. I just "scan" every car with UV light instead of arresting based on if they fit sticky note description. Well only sticky note that is good, is number of a license plate. Still gotta UV look around before arresting.
