Going over a weight limit (in real life) causes the vehicle to be unstable on the road and potentially flip or otherwise help you lose control. Being under or within the total limit is acceptable in the game though.
With this being said, in real life, a vehicle being severely underweight can also be a risk to drive, but this is not used or factored into this game. And, at some real life checkpoints, they check your weight to guarantee your cargo matches a manifest; this is not what the game is using weight for though. I do understand your confusion.
