They said it woulnt be happening since that would mean u would have to search every single car
I can understand that to a point - however, they could solve this by having some "other" signs, apart from the "smuggler signs" you find (which surely one would expect the smugglers to have figured out is giving them away by now).
What I mean is that, based on a person's documentation (or lack thereof), and how it matches up, as well as their responses to questions etc. should potentially allow one to be tipped off that a particular car may contains something (and would be worth searching).
I'm thinking similar mechanisms to Paper's Please, where someone's weight not matching the documentation is a tip-off.
In a similar vein, documentation for transports should contain not just a list of goods, but also total weight. If the weight is more than it says, then that's grounds for a search.
Likewise, extra goods that aren't listed would be grounds for a search.
Finally, random cars could easily have stuff hidden in the goods - we have to look at everything to count the goods anyway, so it wouldn't exactly be a big burden to quickly examine things - and some things are pretty obvious (such as the hilarious fake animals).
You do realise you DO have property you can buy, a "house" you can live in. It's tiny and technically not yours, but that's communism for you.
You can also buy a car - again for the post. Of course you're not getting a private car as a mere border guard (even a sort-of supervisor/boss of border guards). All those people with cars are much higher on the social ladder than you are in the game.
I think when people say "random cars have contraband", they're talking about the cars that are actually at the border (i.e. those you're already inspecting) - not random cars in the countryside outside of the border post. I agree that would be stupid if you were now also responsible for checking people that have already come in.
The point being that currently, "random" cars don't ever have contraband - only those that are specifically mentioned in bulletins do. And in all those cases, there will be at least one spot on the car (or cargo) marked with that symbol under UV light (at least from what I've seen so far).
It would make more sense if you didn't need to get a tipoff about the car/driver, and instead could determine it some other way, e.g. due to discrepancy of cargo manifest/mass, dodgy papers, or possibly how they act.
