Cargo embargo explained better

So I failed 3x in row I thought was cuz was denying them when didn't have cargo but let someone go without cargo and still failed saying shouldn't let them through? I thought anyone from erkei isn't allowed go in? Can someone exsplain better please

Yeah just open your inspection list and manually check off “entry requirements” you’ll be good from there just catch anything else ontop of that before you send them away. (Only Erkie citizens with cargo are not allowed, the others are allowed in.)
